With regards this advise to change the value of iv345, from 10 to 1

i can not save the file to replace this information. It should save as a Resx file and i only can save as text document -

You can change this default, but it is not a standard setting.

Firstly you need to be using QW4 (Standard or Professional) - Then edit the following file with something like Notepad -

C:\Program Files (x86)\Question Writer 4\Languages\Quiz.resx

Locate the following section by searching for 'IV345'

<data name="IV345">
<value>10</value>
<comment>This should not be translated</comment>
</data>

Change the value from 10 to something else.

What software are you using when you're trying to edit this file?

Maybe you can save it as a .txt file and then rename the file.
